I have examined the accompanying Ordinance, entitled

"An Ordinance for the Establishment of a Hospi- tal for the care and treatment of Chinese patiente

in the Kowloon Peninsula. #!

I am of opinion that the Ordinunce is one which is not contrary to the Governor's

ructions.

The preamble to the Ordinance gives shortly but, it

is submitted, sufficiently the reason why the Ordinance was rendered

necessary.
